It didn't ring on my phone thanks to my phone blocking this number. I don't know who it was, but after reading comments here, I will block it permanently.

Rang. I didn't answer. I was not at home when the call came! Found message later on answering machine.... "Please hang up" repeatedly but as I hadn't answered anyway I didn't need to hang up??? Weird.
