Turns out it was Anglian Water, in connection with a leak I'd reported yesterday and updated today because it had got worse. I just didn't recognise the number. They've been out to have a look, and put a big blue arrow in the roadway where it's gushing out. No estimate of when they'll send someone to actually fix it, though.
