Foreigner with little command of English Language or Literature trying to con people using a phone scam to get address, name on the account, plus credit card details to pay for monthly bills. He needs to dig a hole.

The caller phones almost daily using a different name, John Robinson, John Wilson or similar, pretending to be from OpenReach or British Telecom, offering me a discount as I am a 'good' customer. Then asking me to verify my bank details (which they have). It's a load of rubbish ... and they are persistent.

Described as "harassing" because the same caller telephoned yesterday and today. I normally wait for any caller to speak and identify themselves. I have found that if you remain silent the call rings off - presumably computer generated and awaits a response before "speaking". If a person and the call important they will leave a message. This number leaves no message.
