First time I answered he just breathed heavily into the phone until I mentioned I could hear it, the second time he said he was from EE. Clearly not the case, so most likely a scammer

They are not EE.. more likely info-farmers looking to take your information and sell it off so you can get even MORE of these fun little phone calls from third parties

They will repeatedly call and hang up and call you back, claiming to be EE, claiming that EE are deactivating simcards and asking for your information. They do seem to have access to EE databases, but caught them in a few lies.
